If the problem is only a lack of AI talent, why make internships four times longer?
Korea’s Ministry of SMEs and Startups released its 2026–2030 SME workforce plan on Sept. 4. It plans to expand practical workers for manufacturing-AI solutions from 600 in 2026 to about 1,600 in 2027, while extending SME internships from three months to twelve.
Those two numbers point to different bottlenecks. Training increases supply. A longer internship addresses the harder question of whether a person and a company can actually work together long enough for manufacturing capability to form and be evaluated.
The plan itself treats training, hiring and retention as separate problems
The workforce plan also covers mid-career experts, foreign talent, pay and benefit gaps between large companies and SMEs, workplace conditions, incumbent-worker development and recruiting infrastructure.
This does not prove that training policy has failed. It shows that labor shortages are multi-causal: workers can be trained yet still mismatch on role, location, compensation, growth path or workplace conditions. Talent supply is not the same metric as successful hiring.
Manufacturing AI is not generic AI training
The plan describes workers needed to develop manufacturing-AI solutions for SMEs and proposes a new 500-person Manufacturing AI Fellow program in 2027, linking specialized AX education at Korea’s four science and technology institutes with manufacturing employment.
The important word is manufacturing. Factory AI must connect models and data to inspection, process guidance, safety, equipment and production operations. Domain knowledge, automation, quality and shop-floor context matter alongside AI skills.
A 12-month internship can be read as the cost of learning the factory
Manufacturing roles often require time to learn processes, equipment, products, safety rules and internal systems. For AI and automation roles, the employee must often bridge software and physical operations, making real contribution difficult to judge in a short window.
But a longer internship does not guarantee conversion or retention. Employers still need to define what the person will learn, own and deliver; workers need to see whether that year builds transferable career value. Duration without role design can leave the mismatch intact.
SMEs compete not only for AI workers, but for reasons to choose and stay
The same policy places pay, benefits and workplace conditions alongside skills supply. That matters because newly trained workers can move toward employers offering clearer career paths, higher compensation or more attractive locations and environments.
An SME therefore needs more than an “AI talent wanted” message. It has to explain what factory problem the person will solve, which data and equipment they will touch, how they will work with production and quality teams, and how that experience will compound into a career.
The next metric is not trainees. It is where they work and how long they stay
The 1,600-person figure is a 2027 training plan, not a forecast of hires or retained workers. The announcement does not yet tell us how many will enter manufacturing roles, in which regions or industries, or how long they will remain.
Future evidence should track placement, role distribution, regional retention and the manufacturing-AI capabilities that actually recur in job postings. Expanding talent supply and securing talent are related—but they are not the same problem.

Manufacturing-AI talent shortages may be less about how many people are trained than whether they can solve factory problems and stay.
Korea’s decision to combine AI training with longer internships, compensation and workplace measures, regional retention and wider talent pools is a policy signal that SME workforce problems cannot be reduced to supply alone.
For employers, the practical hiring question is not simply “Can this candidate use AI?” It is what process, equipment or quality problem the person can own, how that capability will be verified, and why the person should build a career there.
