Inside the same European manufacturing economy, one company is shrinking by 100,000 jobs while another builds a major new production campus
Volkswagen’s supervisory board approved a major transformation plan in early September 2026. Reuters reported that the plan includes 50,000 additional job cuts worldwide, on top of roughly 50,000 already being implemented, bringing the agreed reduction to as many as 100,000 jobs. Competition from Chinese manufacturers, U.S. tariffs and global overcapacity are among the pressures behind the overhaul.
Days later, the opposite signal appeared in the Netherlands. ASML broke ground on BIC North, a 35-hectare manufacturing site near Eindhoven Airport. The first phase is planned for completion by 2029 and includes cleanroom, logistics and office facilities to expand assembly capacity for advanced lithography systems.
Reuters reported that the campus could ultimately accommodate up to 20,000 workers. AI-driven semiconductor demand is a major reason for the expansion. Large-scale contraction and large-scale capacity growth appeared in the same week.
The 100,000 and 20,000 figures cannot be added or subtracted as if they describe the same labor flow
Volkswagen’s 100,000 figure is the scale of restructuring across a global group. ASML’s up-to-20,000 figure describes how many people the new campus could eventually accommodate. ASML did not announce a plan to hire 20,000 new employees. The definitions and time horizons are different.
There is also no public evidence that people leaving Volkswagen will move to ASML. Volkswagen’s cuts may span countries, entities and functions, while advanced semiconductor-equipment manufacturing has its own technical, quality and work-environment requirements.
The useful interpretation is therefore not that 100,000 automotive jobs are turning into semiconductor jobs. The better question is which parts of manufacturing experience released by a restructuring can be repriced inside an expanding advanced-manufacturing sector.
ASML’s current manufacturing roles make the transferable units of work more visible
ASML says almost 3,000 employees work in its two Veldhoven factories assembling EUV and DUV lithography systems. Its Product Engineering teams troubleshoot issues during assembly and work to reduce cycle time and cost while improving quality and efficiency. Planning and Logistics keeps the production floor supplied with the right parts at the right time.
A current Technician Cabin role is open to mechanical, electrical, mechatronics and other technical backgrounds. The work includes preparing, assembling and qualifying DUV and EUV machine cabins, structured troubleshooting and collaboration in a multidisciplinary manufacturing environment.
A current NXT Waferstage tester role includes assembling, adjusting, testing and delivering main modules to specification, as well as investigating disturbances, preventing recurrence and managing daily output and quality. That work language is not unique to semiconductors. Parts of the evidence can also be built in other industries that operate complex mechanical and electrical systems.
Shared capabilities do not make automotive experience equivalent to semiconductor-equipment experience
The overlap in words such as assembly, testing, diagnosis, technical drawings, quality and mechatronics does not make the two industries interchangeable. ASML’s manufacturing environment adds cleanroom requirements, nanometer-level precision, role-specific qualification processes and shift patterns.
A practical transfer assessment therefore needs two layers. The first is transferable capability already proven elsewhere: complex equipment assembly, electrical and mechanical troubleshooting, root-cause analysis, quality control and disciplined standard work. The second is domain-specific knowledge and work-environment requirements that must be acquired before or after entry.
Without that distinction, employers can reject viable candidates simply because they lack a semiconductor label, while candidates can overestimate their readiness because a few technical terms look familiar. Adjacent experience is not equivalent qualification.
For hiring teams, a major layoff can be a Talent Supply Event rather than only a macroeconomic headline
Growing companies usually begin talent searches with direct competitors and identical job titles. But when a neighboring industrial sector restructures at scale, both the amount of available talent and people’s willingness to move can change. That makes a restructuring a potential Talent Supply Event.
The practical move is not to treat every employee of the restructuring company as a candidate. It is to decompose the target job into capabilities and search for people who have solved similar problems in adjacent industries. Assembly, mechatronics, field troubleshooting, quality, production engineering and maintenance are examples of work that can recur across industry boundaries.
Only after that should the employer test cleanroom exposure, specific equipment knowledge, language, geographic mobility, shift requirements and other transition costs. Supply can exist without becoming hires if the bridge between the two markets is missing.
The next manufacturing talent contest may be about watching where skills are released and where new capacity is being built at the same time
Volkswagen’s restructuring captures the structural pressure on Europe’s auto industry. ASML’s BIC North expansion captures a different force: AI-chip demand creating new advanced-manufacturing capacity in Europe. Looking at only one side makes it easy to describe manufacturing as either declining or booming.
For the labor market, divergence can create new options. If the capabilities accumulated in a shrinking sector overlap with the requirements of a growing one, that workforce can become a new candidate pool for employers and a new market value for individuals.
The goal is not to erase industry boundaries. Domain-specific requirements still matter. The opportunity is to translate the rest of the job into capabilities and evidence. When large layoffs and large investments appear together, the question is not only how many jobs disappear or appear, but whether a real talent bridge can be built between them.

Turning one industry’s contraction into another industry’s talent supply requires translating capability before moving people
Volkswagen’s up-to-100,000 job cuts and ASML’s campus for up to 20,000 workers are not directly comparable labor counts. Their value together is that they make Europe’s manufacturing reallocation problem visible: contraction and expansion are happening at the same time.
ASML’s current manufacturing roles ask for evidence in assembly, qualification, testing, troubleshooting, mechatronics and quality—work that can be partially proven in other complex manufacturing environments. Cleanroom and equipment-specific requirements still create a real boundary.
To turn a restructuring into a Talent Supply Event, employers should split the target role into transferable capability and domain-specific requirements before filtering by industry pedigree. The bridge design is what converts a supply shock into actual hiring.
